BOS Unanimously Approved an Award of Contract for a Public Safety Radio System

At the November 26 Board of Supervisors meeting, the Board unanimously approved an award of contract in the amount of $11,514,371.13 to L3Harris. This contract was originally presented to the Board on September 24. The project began with a needs assessment in January, 2017. After a competitive procurement process with vendor prequalification, two responsive proposals were received from Motorola and L3Harris. There was a meticulous evaluation and negotiations with both vendors. A County Evaluation Committee scored L3Harris the highest by a significant margin. L3Harris was more compliant with requirements and offered a significantly lower cost.

The system includes a 20-year maintenance agreement at an annual cost of $563,824 for 19 years after the first year. The total net system price is $11,240,746. Looking forward, the completion of the detailed design will be in February, 2020, completion of manufacturing in June, 2020, completion of factory testing in September, 2020, delivery to the County in October, 2020, completion of installation in April, 2021, completion of testing in October, 2021, cutover from old to new system in October, 2021, and final system acceptance in December, 2021.

Other matters that came before the BOS at its meeting and work session:

• Discussion of transfer of special exception.

• Approved on consent a proclamation for Small Business Saturday on November 30, 2019.

• Approved on consent and presented a commendation to the Dixie All-Star Baseball State Champions.

• Approved on consent an acceptance of agreement between the County and the Virginia Department of Transportation (VDOT) proposing improvements to the intersection of Rives Road/Bull Hill Road (Route 630) and Route 460.

• Unanimously approved a resolution of adoption regarding the State Land Evaluation and Advisory Council (SLEAC) Agricultural Land Use Rates.

• Unanimously approved an appropriation from CIP Fund, Fund Balance in the amount of $16,630.47 for Courthouse furniture.

• Unanimously approved an acceptance of Brickhouse Landing Section 1 into the Virginia Department of Transportation/Secondary System of Road Maintenance.

• Unanimously approved a resolution to submit a request to the Virginia Department of Transportation to begin the process of a through truck restriction on the portion of Halifax Road located between the Prince George County line and South Crater Road, pursuant to Section 46.2-809, Code of Virginia (1950, as amended).

• Unanimously approved a resolution to submit a request to the Virginia Department of Transportation to begin the process of a through truck restriction on Lampe Lane located between Lansing Road and South Crater Road, pursuant to Section 46.2-809, Code of Virginia (1950, as amended).

• Unanimously approved a resolution to submit a request to the Virginia Department of Transportation to begin the process of a through truck restriction on Lansing Road located between Halifax Road and Templeton Road, pursuant to Section 46.2-809, Code of Virginia (1950, as amended).

• Unanimously approved a resolution to submit a request to the Virginia Department of Transportation to begin the process of a through truck restriction on the portion of Rowanty Road located between South Crater Road and the Prince George County Line, pursuant to Section 46.2-809, Code of Virginia (1950, as amended).

• Unanimously approved an award of contract and appropriation from CIP Fund, Fund Balance in the amount of $75,427 for the Human Services Building boiler and pump system.

• Unanimously postponed the naming of the Central Wellness Center Trail to December 10.

• Held a public hearing and unanimously approved a special exception request to permit an equine-assisted psychotherapy business as a home professional office in an R-A, Residential-Agricultural District.
