BOS Held a Public Hearing and Approved a $7,295,000 Fall 2019 Bond Issuance

At the November 13 Board of Supervisors meeting, the Board unanimously approved a $7,295,000 Fall 2019 Bond Issuance. Mr. Ted Cole from Davenport &Company, the County’s financial advisor, gave a brief review of the bank proposals received and recommended that the County pursue the direct bank loan financing with Zions Bank. Multiple capital projects are included in this planned debt issuance, including law enforcement vehicles, fire apparatus, stormwater projects, broadband support, and improvements to the Central Wellness Center to meet code requirements.

In addition, the Board held a separate public hearing for the budget amendment because the amount exceeds 1% of the adopted FY2020 budget. A resolution of appropriation was unanimously approved as well.

Other matters that came before the BOS at its meeting and work session:

• Discussion of utility matters, including water system improvements, Appomattox River water intake permit, Blackwater Swamp wastewater discharge permit, and the Jordan on the James water system filter replacement.

• Received a report on revisions to tax relief for the elderly and disabled.

• Received a report on revisions to the volunteer tax relief ordinance.

• Unanimously approved to postpone an award of contract for the public safety radio system to November 26.

• Approved on consent and presented a commendation to Rachel Blumenschine for the attainment of the Girl Scout Gold Award.

• Approved on consent and presented a commendation to Alexandria Johnson for the attainment of the Girl Scout Gold Award.

• Approved on consent an appropriation in the amount of $16,859.42 for the Southside Programs for Adult Continuing Education.

• Approved on consent an authority to execute a private sewer facilities operation and maintenance agreement with Melvin L. Davis Oil Co., Inc.

• Approved on consent an appropriation in the amount of $62,396.65 to cover Route 10 Fire Station overage and IRS arbitrage rebate and related calculation fee.

• Approved on consent an appropriation in the amount of $7,367.00 for a State Litter Control Grant.

• Approved on consent an appropriation in the amount of $10,058.50 for a State Library of Virginia Records Preservation Grant.

• Received a maintenance report from the Virginia Department of Transportation.

• Received a report on the 2020 General Assembly Legislative Program.

• Unanimously authorized to advertise a public hearing for a lease agreement for use of a portion of the Central Wellness Center between the County and the Rotary Club of Prince George.

• Unanimously approved an award of contract and appropriation in the amount of $76,762 for moving e-mail services to exchange online.

• Unanimously approved an award of contract to Radio Communications of Virginia for radio and E-911 system maintenance and support.

• Consented to a Swearing-In Ceremony on December 17 at 6:00 p.m. in the Boardroom.

• Consented to a Pre-Budget Work Session on December 16 at 4:00 p.m. in the Boardroom.

• Unanimously approved revisions to the position control chart.

• Unanimously approved the County Administrator to execute an exclusion request form to exclude the County from the Negotiation Class certified in the national prescription opioid litigation.

• Unanimously authorized the advertisement of a public hearing for tax revisions for the elderly and disabled.
